Help answer a question please

I've been having an heated online debate with someone about a company flying a drone and using it to check boat licenses. The crt apparently now use a drone to check licenses. I said they need permissions as a company but they are making a commercial gain to as they would be regaining lost revenue by other means once the boat was identified by the drone.
He reckons they won't be making a gain.
What's your take on it.

I'm no expert but it is a commercial operation. Not a hobby. So would need a license.

On a separate point in order to read the license via the drone camera.

How close are they getting to the boat that is not under their direct control.

Re boat licence, this sounds like narrow boats on canals? and as said the drone needs to be close to the boats to be able to spot the licence details so breaking rules straight away, also if canals then there will be people walking along towpath so flying way to close to people, and it does sound like ita a revenue gaining operation, i would suggest reporting to CAA

Who is "The CRT"?....Canals and Rivers Trust? 

Sounds dubious to me, you must need to get pretty flippin close to a canal boat to read it's license details.  That's just wrong for a few reasons, it's dangerous, noisy, and intrusive to name a few of them.

It does seem to be an activity that is part of revenue raising operation.  It's commercial.  It needs a license.

It could be an unofficial bit of drone usage.  Perhaps the guy/gal has just invented a new way of doing his/her checks and gets to fly his/her drone into the bargain. 

They probably just don't know about the rules.  It must be difficult to do as well and I bet they don't have a spotter either.

Hmmmm, as a production manager can I deploy one to keep an eye on our operation?
I like this style of working. We should not be critical of this individual.... I'm all for it.
Just have to run it by the Director.
