I see Zenmuse are now selling a thermal imaging camera.

Its advert states "Before you will be able to purchase the Zenmuse XT you will need to fill out a mandatory form to declare what you wish to use the Zenmuse XT for. Every Retailer that stocks this camera will have to do so as it will prevent the camera being used for the wrong reasons."
