Will one wonky esc cause all 4 motors to surge ?

The tale of frustration and bewilderment continues.
Having re-soldered _every_ connection, changed the FC (3 times)
at just about 50% throttle, all 4 motors surge randomly (but quite quickly)

Tonight, noticed that if I go 30% throttle and tilt the quad back, both rear motors will go to high and hold steady.
if I tilt forward all motors surge
if I tilt (left or right, I forget, but will check later) one side will allow 2 motors to spool up hard, ';tother side leads to surging again.

(indicating one of the forward esc/motors is causing the surging)

Can the FC "see" an ESC misbehaving ?

Yes Airwave, one wonky ESC will cause all 4 motors to surge,
Oh, Thank you Airwave, I shall change it at once . . . .

I did, the beast flies !
Stable as a rock, despite running 2 motors backwards (as I';d run out of CCW motors and used CW ones)
