Cruis AIO with Extend board UBlox 6H

So hear is my question
I am using the Crius with the extend board ublox 6h
I have checked the ublox by connecting it to U - center and shows a great GPS fix - no issues
when I connect the extend board to the Crius AIO the 2 lights on the GPS blink on and off like a heart beat, they should both be solid
when I check the GRD and VCC coming from the AIO the voltage rises and falls? not ease to read but doesn';t go above 2.8 v or below .9
what could case that
the firmware in the AIO
I am lost
I am using MegaPiratesNG

what I ended up doing was to modify the harness between the AIO and  the extend board
removed the GRD and VCC and added new plug and connected the power to the I2C plug on the AIO
GPS now works
why has the GRD and VCC failed on the AIO  - is there a hardware fix?
