Answer:  When it really didn't happen.  But of course that was the first thing that got sensationally reported in the national media who now ignore the real story. Predictably. 

I have to say that when I first saw this reported that my thoughts were that it was unlikely a Drone given the damage to the nose section.  It simply doesn't look right.

Didn't look like a drone hit at all, pity the general public will get to see and will only remember the false news story.
